南海海盗治理机制研究：现状评介与未来前景

Abstract:In recent years，counter-piracy in the South China Sea is an issue dealing by several security regimes.Generally speaking，besides multilateral security cooperation regimes like forums in Asia-Pacific，there also exist military intervention regime of United State and its allies，cooperation regime established by ASEAN and countries inside and outside the region，and specialized multilateral counter-piracy regime.On the one hand，all regimes make progress in counter-piracy through joint military exercise，maritime search and rescue，information sharing，capacity building and other military and functional cooperation with the range.On the other hand，both impure motives and the absence of ability in some regimes make several negative influences on anti-piracy operation.Giving that the reality that the complex security pattern in the Asia-Pacific region is difficult to be changed in short term，and while various regimes may be existing at the same time for long，we should draw on advantages and avoid disadvantages，and establish a new security framework of counter-piracy which different regimes could interact positively in the South China Sea.
